It is said to have been established by Sakanoue no Tamuramaro during his invasion of Oshu. The main deities include a wooden standing statue of Senju Kannon (Important Cultural Property), a wooden standing statue of Shō Kannon (Important Cultural Property), and a wooden standing statue of Jizō (Important Cultural Property), all of which are sculptures from the early Heian period (9th century) and are considered the oldest wooden sculptures in the prefecture. They are designated as Important Cultural Properties of the country.

Karakaya Mountain Seikoji is an ancient temple of the Jodo sect located in the temple town of Zenkoji. It is associated with the monk Karikaya and his child, Ishidōmaru, and has flourished as a temple that visitors to Zenkoji always stop by. The main deity is the two Jizō statues carved by the parent and child, and the grounds feature a Bashō haiku monument and a bronze statue of the parent and child. It is also known as a temple where, upon request, they narrate the one-volume story of the Edo period work "Karakaya Dōshin Ishidōmaru Goshinoko Eiden," making it known as a temple for picture explanations.

A park that spreads to the east of the Zenkoji precincts, serving as a place of relaxation for the citizens of Nagano. It is also known as a cherry blossom spot, with about 470 cherry trees blooming in spring. Nearby facilities include Shiroyama Zoo and Shiroyama Tennis Courts. The Nagano Prefectural Art Museum within the park has the main building and the Kaii Higashiyama Museum, bustling with many visitors.
